Short answer
Cairns is the all-rounder: two-site outer-reef days from $269, the biggest choice of boats, and the only base with liveaboards and a learn-to-dive course. Port Douglas is the quieter base for the Agincourt ribbon reefs and the Low Isles, with smaller boats from $239. Airlie Beach is the sailing base: its boats snorkel the fringing reefs around the Whitsunday islands and stop at Whitehaven Beach, and the outer reef from here is something you see from a plane (from $339) rather than a boat.

Cairns: the most reef, the most ways to see it
Cairns has eleven reef trips on our list, from a coral cay for $189 to a three-night liveaboard, and it is the only base where you can sleep on the outer reef or get certified to dive. Our Cairns reef guide goes trip by trip; this is the shape of it.
Cays
The Green Island Eco Adventure + Boat Snorkel Trip from $189 is the island day: a fast catamaran to a coral cay with up to seven hours of island time, a one-hour boat trip to a snorkel site, a marine biologist reef talk and a choice of snorkel gear or glass-bottom boat. Meals are bought on the island. The Ocean Spirit Michaelmas Cay Day Trip from $279 is the sailing version: a 32-metre catamaran, four hours at the reef, buffet lunch, semi-sub and glass-bottom tours, and sparkling wine on the way home. Cheapest reef day on this page right now: Green Island Eco Adventure + Boat Snorkel Trip at $189.
Outer reef cruises
Three boats run to two outer reef sites: the Full Day Outer Great Barrier Reef Tour from $269 (25-metre performance sailing catamaran, guided snorkel, chef-prepared buffet; return hotel transfers are extra at check-in), the Evolution Outer Reef Cruise (Snorkel) from $269 (35-metre, three-deck motor yacht, five hours at the reef, up to three optional dives) and the Dreamtime Snorkel from $249 (Moore Reef plus Milln or Flynn, Indigenous sea rangers aboard, up to 20 people). The All-Inclusive Outer Reef Day Trip from Cairns from $279 is built for the 18–39s crowd and includes one free scuba dive, all dive gear, chef-cooked meals and reef tax, with a $10 fuel levy paid on board. The Silverswift Barrier Reef Cruise (Snorkelling) from $299 does three reef sites with unlimited snorkelling, up to three guided dives and lifeguards on watch ($10 surcharge).
Pontoons
For a stable platform and a dry way to view coral. The Moore Reef Pontoon Day Tour from $299 has a glass-bottom boat, semi-sub, waterslide, tropical buffet and marine biologist talk off one platform; hotel transfers are not included. The Outer Reef Pontoon Snorkel Day from Cairns from $319 checks in at the Cairns Reef Fleet Terminal at 9am, crosses in 90 minutes on a motor catamaran and spends the day snorkelling at your own pace.
Liveaboards and learning to dive
This is what Port Douglas and Airlie do not have. The OceanQuest 2 Night Liveaboard from $949 covers Norman, Saxon and Hastings reefs with up to ten dives, air-conditioned ensuite cabins and a snorkel-only option. For certified divers, the Certified Dive Adventure 2D/1N (4 Day Dives, 1 Night Dives) from $789 and the Certified Dive Adventure 3D/2N (7 Day Dives, 2 Night Dives) from $1,129 include all meals, gear (except wetsuits) and reef levies. The PADI Open Water Course, 5 Days with Liveaboard from $1,199 is two days of classroom and pool then a three-day liveaboard with nine dives (environmental charge and fuel surcharge paid at check-in). At the top, the Cod Hole & Ribbon Reef 3 Night Liveaboard from $2,399 takes a maximum of ten divers (16+) to the Ribbon Reefs and the giant potato cod of the Cod Hole. The learn to dive guide compares the course formats.
From the air
The Cairns Reef Hopper Scenic Flight from $289 is 40 minutes over Green Island, Arlington and Upolu Reefs, max seven passengers, every seat a window seat.
Cairns suits: divers and would-be divers, anyone short on days who wants the widest choice of outer-reef boats, and travellers who want the rest of the Cairns adventure menu around it.
Port Douglas: ribbon reefs and a coral cay
An hour north of Cairns, Port Douglas is a smaller town with a shorter list, and every trip on it that lists a group size runs with 20 or fewer.
The Low Isles Morning Snorkel Trip from Port Douglas from $239 is the only half-day reef trip on our list: four hours, up to 20 people, 2.5 hours in the calm lagoon of a 55-acre coral cay where green sea turtles visit often, a lighthouse walk and a glass-bottom boat, back by 11:30am. Good if you want the afternoon free or get seasick on long crossings.
For the outer reef, the Silversonic Barrier Reef Cruise (Snorkel) from $309 runs to three Agincourt ribbon reef sites with around five hours at the reef, unlimited snorkelling and a guided snorkel tour ($10 surcharge at check-in). The Outer Reef Snorkel & Dive Cruise from Port Douglas from $309 covers up to three sites across Agincourt and Opal Reefs with intro and certified dives at an extra fee (listed at approximately $102 and $81). The Agincourt Reef Pontoon Snorkel Day from Port Douglas from $329 is the pontoon version: lifeguard-supervised snorkelling, a semi-sub and an underwater observatory ($10 surcharge).
Further north, the Cape Tribulation Reef Snorkel, Morning Tour from $199 leaves from Cape Tribulation for two sites at Mackay Reef, two hours in the water and turtles resident on that stretch.
Port Douglas suits: people who want the Agincourt ribbon reefs, smaller boats, a half-day option, and a quieter base than Cairns. Not for liveaboards or dive courses; for those you go back to Cairns. All five trips are compared on Great Barrier Reef tours from Port Douglas.
Airlie Beach: islands, fringing reef and sails
Airlie Beach is the gateway to the Whitsundays, and the reef here is a different proposition. Most boats on our list visit Whitehaven Beach and the Hill Inlet lookout and snorkel the fringing reefs that ring the islands, at spots like Hook Passage, Border Island, Peter’s Bay, Luncheon Bay, Caves Cove, Blue Pearl Bay, Mantaray Bay, Butterfly Bay, Stonehaven Bay and Langford Reef. None of the Airlie boats on our list run to the outer reef; the 60 Min Scenic Flight, Whitehaven & Heart Reef from $339 is how you see the outer reef and Heart Reef from here, with a guaranteed window seat and courtesy transfers.
Day trips start with the Whitsundays Day Sail, Langford Sandbar & Snorkel from $199 (fringing-reef snorkel and the Langford Island sandbar with its resident turtles rather than Whitehaven, meals included, ages 12+), the Big Fury Whitehaven Beach Day Trip from $239 (coral reef snorkelling, guided Hill Inlet walk, buffet lunch on the sand) and the Camira Sailing Adventure departing Port of Airlie from $279 (85ft sailing catamaran, fringing reef snorkel, beer and wine from 10am).
Overnight is where Airlie wins. From $449 for the Habibi 2 Day 1 Night Whitsunday Sailing (two to three reef snorkel stops, private cabins) through Spank Me Whitsundays Sailing 2 Days 2 Nights from $639 (snorkel stops every day) to the three-day Blizzard Whitsundays Sailing 3D/2N from $689 (Mantaray Bay, Butterfly Bay, Langford Island) and Apollo Whitsundays Sailing 3D/2N from $689 (Stonehaven Bay, Langford Reef). The day sail vs overnight guide explains the difference.
Airlie Beach suits: anyone who wants Whitehaven Beach, a sailing trip and a social crowd more than they want outer-reef coral. Snorkellers, not divers.
Which base for which traveller
| You are… | Go to | Book |
|---|---|---|
| Certified diver, or want to be | Cairns | OceanQuest liveaboard from $949, PADI course from $1,199 |
| First reef trip, limited days | Cairns | Any two-site outer reef day from $269 |
| 18–39, want a free dive thrown in | Cairns | All-Inclusive Outer Reef Day Trip from $279 |
| Prone to seasickness, half a day is enough | Port Douglas | Low Isles morning trip from $239 |
| Want the ribbon reefs with a small boat | Port Douglas | Silversonic from $309 |
| Here for Whitehaven Beach and a yacht | Airlie Beach | Habibi 2D/1N from $449 or Spank Me 2D/2N from $639 |
| Want to see Heart Reef | Airlie Beach | 60-minute scenic flight from $339 |
If you are doing the East Coast end to end, the honest answer is both Airlie and Cairns: sail the Whitsundays from Airlie, then dive or snorkel the outer reef from Cairns. Port Douglas is the swap if you would rather trade Cairns’ choice for a smaller town. The 21-day East Coast itinerary sequences it.
FAQs
Is the reef better from Cairns or Port Douglas? Our listings reach different sites from each: Moore, Milln, Flynn and the cays from Cairns; Agincourt, Opal and Low Isles from Port Douglas. Cairns has more boats. Outer-reef days start from $249 out of Cairns and $309 out of Port Douglas; Port Douglas boats list smaller groups (20 or fewer).
Can you see the Great Barrier Reef from Airlie Beach? Yes, but on our list it is the fringing reef around the Whitsunday islands from the boats, and the outer reef and Heart Reef from the air. No Airlie boat we sell runs to the outer reef.
Where can I do a liveaboard? Cairns only. From $789 for a certified-divers 2D/1N to $2,399 for the three-night Cod Hole trip. OceanQuest from $949 has a snorkel-only option if you don’t dive.
Which base is best for non-swimmers? A pontoon: Moore Reef from Cairns (from $299) and Agincourt Reef from Port Douglas (from $329) both have semi-subs and glass-bottom or observatory viewing so you can see coral without getting in.
Do I pay reef tax on top of the price? It depends on the boat. The All-Inclusive Outer Reef Day Trip from Cairns and the certified-diver liveaboards list reef tax or levies as included; several Cairns and Port Douglas boats collect a $10 surcharge at check-in; the PADI course lists an environmental charge paid to the dive school. Check the tour page before you compare prices.
